PERTH AMBOY BOARD OF EDUCATION STRATEGIC PLAN/STRATEGIC AREAS OF IMPROVEMENT GOALS AND OBJECTIVES
Strategic Area of Improvement:
1. EFFECTIVE SCHOOLS To have each school in the district meet standards of Effective Schools as defined by quality criteria and specific indicators.
1.1 Improve principal effectiveness as instructional leaders and managers.
1.2 Implement school-based school improvement teams which encourage collaboration of staff and parents in analyzing school effectiveness and planning and implementing school improvement activities.
1.3 Implement an internal review system to ensure compliance of all mandated programs and services district-wide.
1.4 Develop and implement on-going school and district level planning, monitoring and evaluation activities in accordance with the district’s Strategic Plan.
2. STUDENT PERFORMANCE To assure that all students will demonstrate a solid academic foundation as measured by specific outcomes and performance indicators.
2.1 Expand the Early Childhood Program district-wide to acomodate all eligible Kindergarten students.
2.2 Continue to search and utilize available space to reduce class size.
2.3 Study and analyze student performance data (K-12) from each school and restructure program and service delivery to meet specific student outcomes.
2.4 Implement a career orientation initiative district-wide which will expose students to career options and integrate work experiences and partnerships with businesses and industry.
2.5 Continue to enhance the implementation of school-level and district-wide program of incentives, rewards, and recognition of student achievement in academic, creative and athletic areas.
2.6 Conduct an in-depth, longitudinal study to ascertain the status of students leaving our schools.
3. STAFF PERFORMANCE To hold all instructional and non-instructional staff accountable for specific performance standards, measures of growth and improvement, and desired outcomes related to district objectives.
3.1 Review, revise as need arises, and implement a performance appraisal system for instructional and non-instructional staff which includes specific performance indicators and processes for evaluation and accountability.
3.2 Develop and implement a comprehensive staff development plan for all instructional and non-instructional staff.
3.3 Develop opportunities and implement a system of recognition, incentives and rewards for instructional and non-instructional staff.
3.4 Continuously review and up-date the organizational structure of our schools to ensure it supports the instructional plan.
4. PARENT INVOLVEMENT To actively engage parents in supporting school efforts and the efforts of their children toward achievement of high academic standards.
4.1 Develop a structured program of parent training and parental support activities at the school and district level which ensures involvement of parents in the district’s efforts to improve schools and student achievement.
4.2 Actively recruit parents of students in special populations categories, i.e. Special Education, Bilingual/ESL, for participation in parent training and parental support activities for those programs district-wide.
4.3 Develop and uniformly implement an effective communications network at the district level for timely dissemination of information to parents.
5. STUDENT SUPPORT SERVICES AND EQUITY To develop comprehensive student support services addressing the full continuum of students’ needs, linking school, home and community, and providing the necessary resources to enable all students to achieve high academic standards.
5.1 Adjust programs and services to address findings resulting from goal 2.6.
5.2 Develop, uniformly implement, and monitor district-wide policies and procedures for special populations to ensure the on-going improvement of programs and service delivery to students.
5.3 Plan and implement extended day, and extended school year programs to augment learning opportunities for all students.
5.4 Continue to improve the nutritional value of the breakfast and school lunch program while improving efficiency and participation.
6. FACILITIES To assure adequate facilities, planning and development and maintenance to provide a safe, healthy environment which promotes optimum learning for all students.
6.1 Develop and implement a long-range facilities maintenance plan which includes systems for monitoring, evaluation, and accountability to ensure a safe, healthy environment for all students in all schools.
6.2 Conduct a study of the district’s organization to ascertain to what extent our existing schools’ organization plan promotes improvement in teaching and learning, and positively engage families and community in their schools’ activities.
6.3 Continue to research, and when possible expand early childhood program facilities to provide every eligible pre-K student with placement in quality programs.
7. RESOURCE MANAGEMENT To design a sound and efficient system of resource allocation, management, and accountability to assure that all district resources are properly focused on instruction and the delivery of improved services.
7.1 Implement the district’s Strategic Plan at all levels of district operation.
7.2 Develop and uniformly implement financial systems and controls to focus fiscal resources on instruction and the delivery of improved services.
7.3 Develop and uniformly implement systems and controls to focus human resources on instruction and delivery of improved services to students.
7.4 Develop and implement computerized management information systems for financial, human resources, and student data, which will facilitate management and accountability.
7.5 Implement a comprehensive grants procurement and management system.
